A PDF can open correctly and still lack a photograph. File delivery and field completeness are different questions. First check whether the image area is blank, contains a placeholder or is simply not part of that document's layout. Compare the rest of the record with the licence you intended to retrieve before deciding that the entire download failed.
The provider's driving-licence response documentation includes image-availability fields, and an actual response can supply no image. GreenTick PDF cannot recreate an issuer photograph that was not returned in the source document. A blank photo area is therefore a limitation to review, not an invitation to insert a selfie or a picture taken from another document.
Distinguish display problems from absent data
Open the saved PDF in another ordinary viewer and inspect it at a readable size. If the image appears there, the first viewer may have had a rendering problem. If both show the same placeholder, note that observation. Do not repeatedly pay for a new request solely to test a browser display issue when you already have the same file saved locally.
Check the page count and whether text or other graphics are also missing. A partially downloaded or unreadable file is a different problem from a complete document with no returned photo. Preserve the original file and the order reference. A focused support report describing what opens and what is absent is easier to investigate than a public screenshot exposing every personal field.
Choose a source that fits the requirement
Ask the receiving organisation whether it requires a photograph, an issuer-provided digital document or a physical licence. Its answer matters more than whether a printable copy looks attractive. If a photo-bearing official document is required, use the relevant official route or the licensing authority. An externally retrieved PDF without an image may not satisfy that requirement even though the download completed.
DigiLocker distinguishes issued documents from files uploaded by the user. Check the actual source and output available for your licence rather than assuming that every saved scan is an issued document. If an official record itself needs a photograph update, follow the authority's applicable service. A private retrieval order does not upload or amend an issuer photograph.
Do not repair the document by editing it
Adding your own image would make the file look different without establishing that the issuer associated that photograph with the returned record. The same problem applies to inserting a handwritten signature or rebuilding a card from text. Keep the provider file intact and describe its limitations accurately. A separate identity document may be accepted by a recipient, but that is its decision.
If you need an official correction, keep the application acknowledgement and track it through the authority's process. Do not confuse a private download receipt with a government update request. When a corrected or suitable document becomes available, retain its provenance. A later retrieval may still depend on source availability, so inspect the actual output rather than assuming the issue has disappeared.
Use a photo-free copy only for suitable tasks
A readable copy without a photograph may still help you locate the licence number, available dates or other returned details for your own filing. Whether it is acceptable for an application, rental or identity check depends on that recipient's requirements. Treat the missing image as visible information about the copy, and avoid describing it as a complete photo identity document.
