Successful retrieval describes the request

A document service can return a successful result when it obtains a usable vehicle response and PDF. That describes the retrieval transaction. It does not by itself certify every fact about the vehicle, its physical condition or all related documents. If the issue is a malformed or wrong downloaded file, use the private order reference. If it concerns an official record, use the government's relevant application or record process instead of mixing the two transactions.

Make a useful decision checklist

Separate what matched, what differed and what was unavailable. For each unresolved item, record the source that can answer it and the evidence you need. This small checklist is more useful than giving the entire vehicle a pass or fail based on one word. It also keeps the report from being used for claims beyond its actual content.
